Who we are
Consulting24 is a crypto-licensing consultancy operating as X24Consulting OÜ (Estonian Business Register code 16971898), based in Tallinn, Estonia. Since 2018 we have delivered 500+ crypto licenses for exchanges, brokers, wallets, payment processors and token issuers, with direct delivery in Estonia, Lithuania and Panama.

Mardo Soo founded Consulting24 and leads jurisdiction strategy for every client. Over eight years he has personally set up 200+ crypto, fintech and financial-services entities across 15+ jurisdictions, including Panama, Lithuania (CASP), Estonia (CASP), Canada MSB, Cyprus and beyond. How we deliver
- Direct delivery (we incorporate and file): Panama (company + AML/CTF; note Panama has no dedicated crypto licence today), Estonia (MiCA CASP) and Lithuania (MiCA CASP).
- Advise & coordinate (we guide you and coordinate vetted local partners): most other jurisdictions, from the EU to offshore.
- Comparison only: UAE (Dubai VARA, Abu Dhabi ADGM) — we cover these for comparison against Panama but do not file the licence.
